Patrick KARANGWA, PhD

Director General

Dr. Patrick KARANGWA (PhD) is the Director General of Rwanda Agriculture and Animal Resources Development Board (RAB) since January 2018. Prior to his appointment as Director General of RAB, he held the position of Head of Research Department in RAB from August 2015 and has been a research scientist in fields of agricultural biotechnology and plant pathology since 2004.

He served on Boards of various organizations, including the regional organization ASARECA, the Association for Strengthening Agricultural Research in East and Central Africa. He is a member of the Advisory Board of RICA, Rwanda Institute for Conservation Agriculture. He is also the Chairperson of the Board of Directors of Kinazi Cassava Plant Ltd.

Through his agricultural research carrier Dr. Karangwa has published scientific work in referred journals, books and international conferences, and wrote several fund winning projects for Rwanda’s Agriculture Transformation through research and innovation. He has also lectured in higher learning institutions (University of Rwanda, UR, and the Institut d’Enseignment Superieur, INES).

Dr. Patrick KARANGWA holds a PhD in Plant Pathology from the University of Stellenbosch, South Africa. He also holds Master’s and Bachelor’s degrees in Biotechnology from the University of Wageningen, the Netherlands and the University of Rwanda, respectively, and pursues the Global Master of Business Administration of the University of London.

Solange UWITUZE, PhD

Deputy Director General in charge of Animal Resources Development

Dr. Solange Uwituze has 19 years of Experience in Higher Agriculture Education. She is Currently the Deputy Director General in Charge of Animal Resources Development at Rwanda Agriculture and Animal Resources Development Board_RAB.

Further, Dr. Uwituze is Currently The Board Chair of Gabiro AgriHub Business Ltd and a Deputy Board Chair of Gako Meat Company Ltd. She currently serves as a Board Member of Rwanda Development Board_RDB, and a Board Member of The Kigali Collaborative Research Center-KCRC. She is also a Founding Fellow of the Rwanda Academy of Sciences – RAS.

Prior to the current position, She served as the Program Manager for Partnerships and Business Management at the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) Secretariat and the Program Manager for Training and Quality Assurance at the same Institution. Prior to joining RUFORUM Secretariat She served as the Dean of Faculty of Agriculture, former National University of Rwanda.

Dr. Solange has lead teams that successfully won a number of capacity Development Projects such as the World Bank Funded Africa Centers of Excellence, CIUF/CIUD, EDULINK, etc; both at the Faculty level and RUFORUM secretariat. Dr. Solange has experience in leadership and management of various capacity building projects including those funded by USAID, NUFFIC, Sida, DAAD, EU, and Carnegie corporation of New York.

Charles BUCAGU, PhD

Deputy Director General in charge of Agriculture Development

Dr. Charles Bucagu is an Associate Professor of Agroforestry and System Analysis. He is current Deputy Director General of Rwanda Agriculture Board in charge of Agriculture Development at Rwanda Agriculture Board. At RAB, he is responsible for implemention of major agricultural programmes such as CIP (Crop Intensification Programme), meant to drive agricultural productivity towards transforming agriculture sector into a sustainable market oriented sector.

Dr. Charles Bucagu is also leading major projects, among others RwaSIS project (Rwanda Soil Information System), aiming at reviewing the soil fertility status of Rwanda and developing a site and crop specific fertilizer recommendation for the country. In 2013, he earned a PhD in Agroforestry, from the Wageningen University.

Over the last 15 years, his research has focused on smallholder farming systems in Rwanda with particular emphasis on exploring the diversity of mixed agroforestry based farming systems within different agro-ecological zones and identifying the role of agroforestry in addressing problems related to soil nutrient deficiencies and poor quality of livestock feeds. Particular emphasis is accorded to issues regarding resource use and exploring options for optimizing resource use on farms.

Clarisse UMUTONI

Chief Finance Officer

Mrs. Clarisse Umutoni serves as Chief Finance Officer (CFO) of RAB since August 2020.

She has more than 16 years of high-level experience in accounting, internal control, banking, auditing and assurance, monitoring and evaluation, public finance management, project management, financial and advisory services, financial reporting, capital market transactions, FinTech and regulatory innovation, securities and Investment and strategic negotiations.

Before joining RAB, she served in various leadership positions at Rwanda Capital Market Authority, Ministry of Agriculture and Animal Resources, I&M Bank and BPR/Atlas Mara.

She is an active member of the Institute of Certified Public Accounts of Rwanda (ICPAR) where she serves as Governing Council member since March 2019 after years of service on various committees including the National Steering Committee in charge of Observance of Standards and Codes - Accounting and Auditing (ROSC A&A), member of the steering committee during the First Financial Reporting Award (FireAward) and she is an examiner of accounting professional courses.

Mrs. Clarisse is an EAC Certified Trainer for Capital Markets courses and CISI certified trainer for Securities and Investment.

Clarisse is an accountant by profession, she is an MBA, CPA and MCSI holder.
